The WWLHIN is governed by a board of nine directors who are selected by the Lieutenant Governor in Council and appointed through Order in Council. The board is bound by agreements with the Ministry of Health and Long-Term Care, is responsible for the management and control of the affairs of the WWLHIN and is the key point of interaction with the Ministry.
The board is skills based, drawing on local individuals with a variety of experiences and expertise. Board members are required to deal transparently with complex and sometimes controversial issues and to be constantly engaging the community in an ongoing conversation.
WWLHIN board meetings are open to the public and take place at locations throughout the Waterloo Wellington area.
There are three standing committees of the board – Governance, Finance and Audit, and the Nominating Committee.

Board of Directors Biographies

Joan Fisk - Chair
Joan Fisk has held leadership positions within the business community, including President and CEO, Tiger Brand Knitting Company Ltd, and most recently serving as President and CEO of the Greater Kitchener Waterloo Chamber of Commerce from 2008 - 2010. Her extensive leadership experience focused on working with local, national and international business leaders, including marketing, governance development and operational effectiveness. Ms. Fisk has demonstrated her continued commitment to community service and is involved with many community organizations, currently serving on the Board of Governors at Wilfrid Laurier University (WLU); Board of Directors, Gore Mutual Insurance Company; Board of Directors, Canada’s Technology Triangle; and the Dean’s Advisory Council, School of Business and Economics (WLU). She has also volunteered significant time with local arts and culture organizations and committees that address women’s issues. Ms. Fisk was a member of the WWLHIN’s Nomination Committee, from 2007 – 2010.

Manjit Basi
Manjit has an Administrative Accreditation from the Royal Society of Arts in Administration (UK) and currently oversees all administrative aspects of Peace Environmental, an environmental consulting firm and Gomahar Inc., a consulting firm to energy companies. Previously, she held administrative positions for over 13 years, with Pointbid PLC and British Waterways Board in England , large multinational warehousing and distribution companies. In her positions, she has been involved with finance, operations, and human resources functions. Fluent in three languages, Manjit is involved with many multicultural groups and volunteers her time to assist residents, mainly seniors, with navigating the local health and community support systems. Manjit has been involved with numerous volunteer associations from school council, sports travel teams, Heritage Cambridge, the Women's Crisis Centre and environmental awareness campaigns. She has been an active member of the WWLHIN's Community Council since 2007.

Bonnie Bremner
Bonnie Bremner, a former educator, held numerous teaching, consulting and administrative positions during her tenure with the Waterloo Regional District School Board and KidsAbility School Authority, before retiring in 2008. During her 27 years in education, she acted in collaborative, consultative and leadership roles with school staffs, community agencies, parent councils and Ministry of Education personnel. Throughout her career she had a great deal of involvement in the planning and implementing of programs for children with special learning needs. Ms. Bremner has demonstrated her continued commitment to community service through her volunteer work as a board member on Planned Parenthood, KidsAbility School Authority, Waterloo Citizens’ Environmental Advisory Committee and Nutrition for Learning, to name a few. She is excited to being part of the WWLHIN team to help to ensure the necessary and unique health care services needed for our communities are readily available.

Bill Dinwoody
William (Bill) Dinwoody retired from the Royal Bank of Canada after 45 years in various progressive management positions. At a senior level, he managed the strategic technology planning and development function to reduce the Bank's operating expense. An experienced leader in major technical projects, he also served on national and international committees to develop a strategic technological direction for the banking industry. He holds the Associate Institute of Canadian Bankers Degree and furthered his education by completing numerous university courses, including Business Management, Economics, Sociology and Labour Relations Law. Bill currently sits on a number of community committees which most recently included Town Centre Development & Planning Committee and the "IN Motion' activity for Wellington County. He also Chairs the Recreation and Culture Committee for the Town of Erin, and the Historical Erin Walking Trails Committee.

Murray O’Brien Murray O’Brien is a Certified Human Resources Professional. He retired from Schneider Foods in Kitchener after 28 years of service where he held senior leadership positions in human resources. He started his own Strategic Leadership consulting company in 2005. He has extensive experience in developing and implementing programs in strategic leadership, training and development, performance management, compensation system, pensions, benefits and health & safety. Mr. O’Brien has volunteered extensively since his retirement including as; an investment committee member of the Kitchener Waterloo Community Foundation, a director on the board of Grand River Hospital, and as President of the Board of Directors for the Friends of Killarney Park.

Dale Small
Dale Small left the banking industry after a 30 year career in various management positions, including Vice President for the Bank of Montreal. He holds a Fellowship of the Institute of Canadian Bankers Diploma from Ryerson University, Toronto. During his distinguished career, Dale's executive positions focused on human resource management, financial management, project management and information technology. Dale is involved with many community organizations, including the Mount Forest Lions Club and Mount Forest Curling Club. Prior to becoming a Board member, he represented the Township of Wellington North on both Mount Forest & Area as well as Fergus / Arthur & Area Professional Health Care Recruitment & Retention Committees. His is also a former member of the local Economic Development Committee and is currently the Business Economic Manager for the Township of Wellington North.
